What is the Cost of Living Index (COLI)? 

The Cost of Living Index (COLI) provides a standardized comparison of living expenses between different geographical areas. It assesses everyday costs such as groceries, housing, transportation, healthcare, and services to generate a numerical value that helps individuals, employers, and policymakers understand local living expenses. 

For example: If Albany’s COLI is 105, that means it is 5% more expensive to live here than the average U.S. city (which is set at 100). The “average U.S. city” refers to a composite of all urban areas across the United States that participate in the Cost of Living Index, including both large metropolitan areas and smaller cities from different regions of the country. 

COLI serves as a crucial benchmark for employers setting competitive salaries, policymakers making data-driven decisions, researchers, and families considering relocation. It is not designed for personal budgeting but rather for broader economic analysis and strategic planning. 

Who manages the COLI? 

The index is often compiled by reputable organizations like the Council for Community and Economic Research (C2ER) The Siena Research Institute participates by collecting data on a quarterly basis for this project. What is the Albany MSA?

MSA stands for Metropolitan Statistical Area. It is a term used by the U.S. Census Bureau and other government agencies to describe a large population center and the nearby towns and suburbs that are connected to it, usually through commuting, business and shared services.

In simpler terms, an MSA groups a central city and the surrounding communities that work together as one economic region. 

For example, people might live in one town, work in another, shop in a third, and send their kid to school in a fourth. Even though these are different places, they are all part of the same metropolitan area. 

The Albany MSA includes the cities of Albany, Schenectady, and Troy, and parts of Albany, Rensselaer, Saratoga, and Schenectady counties. We are solely interested in regular retail prices, not private financial data. 

Who Do We Contact, and Why?

We reach out to local businesses in the Albany MSA that are commonly used by upper-middle-income households. This includes:

  • Dry cleaners, salons, and barbers
  • Dentists, optometrists, and general clinics
